
Country Director of the Cooperative Development Program in the Philippines
Alfred Allaga serves as country director for the Cooperative Development Program in the Philippines, where he oversees efforts to strengthen agricultural cooperative groups and businesses in Mindanao and Luzon. Prior to rejoining ACDI/VOCA in 2021, from 2016 to 2018, Alfred served as ACDI/VOCA’s technical manager for the Mindanao Productivity in Agricultural Commerce and Trade Project. Previously, Alfred worked as a marketing and human resources specialist for a USAID-funded project implemented by the World Council of Credit Unions and as a consultant with the United Nations Development Programme, supporting biodiversity-friendly enterprise and the IFAD-financed ConVERGE Project on value chain enhancement. He holds a BA in English from the University of Southeastern Philippines. Alfred completed a certificate course in rice value chain development with the Earth Net Foundation in Thailand. He is fluent in English, Filipino, and Cebuano. Alfred is also a certified trainer of cooperatives under the Credit Union Trainers for Empowerment and a certified, third-party auditor of organic certification particularly in crop production, imported products, and agricultural inputs.
