STAIRS

Project staff and stakeholders often feel isolated from the bigger picture of project design. The STAIRS work-planning guide helps projects and external stakeholders to effectively plan activities in an inclusive and participatory manner. Through the open and transparent process of STAIRS, all staff and stakeholders can inform the work plan and gain a complete understanding of project activities.

STAIRS has been conducted effectively with over 100 participants, all completing the following 10 steps:

  1. Design: review the core change assumptions behind the project
  2. Recommend: identify fixes/additions/drops to initial design activities
  3. Phase: determine sub-phases for all activities
  4. Sustain: select key partners for activity sustainability
  5. Measure: pick appropriate output and outcome indicators
  6. Target: calculate targets and regional breakdowns for all indicators
  7. Cross-cut: integrate critical cross-cutting themes such as gender
  8. Define: define the steps to achieve each phase
  9. Schedule: coordinate all activities into a common schedule
  10. Budget: list cost drivers for all activities

Measuring Success

We rigorously monitor project activities and adaptively manage them to achieve success for our clients. We customize every project to meet the unique demands and emerging challenges of each situation. For STAIRS, we create a comprehensive evaluation that builds from the following measures:

Output: number of phased activity plans

Outcome (immediate): number of phased activity plans in a technical tracker

Outcome (distant): number of phased activities completed
