Robin Wheeler

Chief of Party and Country Representative, Liberia


Chief of Party (COP) and Country Representative for Liberia Robin Wheeler has 20 years of experience in development program management, situation assessment, institutional development and capacity building in Africa. With extensive experience and expertise in agricultural techniques, including crop and livestock production, processing and marketing in developing countries. Mr. Wheeler currently manages the SUCCESS Alliance Livelihood Improvement for Farming Enterprises (LIFE), which improves cocoa development and farmer livelihoods in Liberia. Mr. Wheeler has a great deal of experience in the development of agricultural cooperatives in Africa and over 12 years of experience in designing, writing funding proposals and developing and implementing programs for food security data collection and analysis. He has worked in most countries in Africa, including long-term in Nigeria, Togo, Niger, Guinea, Liberia, Kenya, Uganda, Burundi, Ethiopia and Zimbabwe. Mr. Wheeler has in-depth knowledge of and experience in establishing coordinated and/or collaborative systems for information gathering, analysis and design and implementation of appropriate development and humanitarian responses and interventions. He is well-versed in U.S. government planning, analysis and evaluation. Mr. Wheeler has authored numerous publications, including The Coping Strategies Index: Field Methods Manual for the U.N. World Food Program; "Development of the Kenya Food Security Coordination System (KFSCS)" for Field Exchange; and Farmer Association Development in Guinea: A Case Study of the CFDT-Directed Upper Guinea Rural Development Project. Mr. Wheeler earned his master’s in international agricultural extension at the University of Maryland and his bachelor’s in history and social sciences at Hiram College. He also studied African studies for a year at the University of Calabar in Nigeria. He is fluent in French.
