Robert Rosengren

Technical Managing Director, Food Security


Robert Rosengren has 20 years of international development experience in project management, food monetization, rural finance, organizational and small enterprise development, agriculture, integrated pest management, food security, technology transfer, community-based development, road rehabilitation and water projects. Currently, he serves as technical managing director in ACDI/VOCA’s food security division. He previously headed ACDI/VOCA’s $15 million, five-year Multi-Year Assistance Program (MYAP) in Rwanda, which boosted smallholder incomes and food security by improving agricultural production, post-harvest handling and storage, and commercial farming practices; strengthening cooperative management; improving market access for farmers; and supporting agroforestry and shade tree farming for coffee. Mr. Rosengren has managed USAID agreements, Title II MYAP and Single Year Assistance Program (SYAP) awards and USDA Food for Progress (FFPr) and 416 (b) programs. He has experience in Africa, Europe, the Middle East, Southeast and Central Asia, and the South Pacific, including long-term in-country experience in Rwanda, West Bank and Gaza, Indonesia, Kyrgyzstan, Israel and Democratic Republic of Congo. As chief of party (COP) for ACDI/VOCA’s $5 million, USAID-funded West Bank Food Security Program, Mr. Rosengren worked with producer groups and smallholder farmers to produce high-value horticulture and improve the marketability of high-value commodities and processed foods. As COP for ACDI/VOCA’s $10 million, USDA-funded West Bank and Gaza 416(b) Grants Program, Mr. Rosengren managed the implementation and financial funding of 26 grants for agribusiness and food security projects. Mr. Rosengren also served as team leader for the Sustainable Cocoa Extension Services for Smallholders (SUCCESS) Global Alliance program in Indonesia; the Emergency Drought Relief and Preparedness 416(b) Monetization Program in West Bank and Gaza; and FFPr in Kyrgyzstan, where he helped establish the highly successful Bai Tushum Financial Foundation. He earned his master’s degree in international affairs at Ohio University, a diploma in post-graduate international studies at the University of Stockholm, Sweden, and a bachelor’s degree in international affairs at the University of Colorado.
