Orlen Ocleasa
Manager, Monitoring and Evaluation in the Philippines
Orlen Ocleasa brings more than 20 years of development experience working with farmers, fishers, women, street children, the urban poor, indigenous people and rebel returnees to his role as the monitoring and evaluation (M&E) manager for ACDI/VOCA’s CoCoPal program in the Philippines. Previously, he managed M&E for ACDI/VOCA’s USDA-funded SUCCESS Alliance Philippines Phase II project, which successfully trained 15,000 smallholder farmers and 150 trainers in cocoa production, post-harvest processing, pest and disease management, and marketing through the farmer field school methodology and participatory extension methods. He has in-depth experience in participatory M&E, results-based M&E, change documentation, knowledge management and sharing, and project planning and management. He is skilled in geographic information systems (GIS), database management, SPSS, video documentation, and information, education and communication development. He has conducted midterm project evaluations, terminal evaluations and impact assessments. Before joining ACDI/VOCA, Mr. Ocleasa worked on various International Fund for Agricultural Development (IFAD) projects as well as other projects funded by USAID, CIDA, AusAid and the Japan Bank for International Cooperation. His has also worked with the Office of the President of the Philippines in Malacanang Palace, local government units, NGOs, academic institutions and foundations. He earned his master’s degree in extension administration for community development from Silliman University and his bachelor’s degree in biology from the University of San Carlos, in the Philippines. He also graduated from the CONTACT (Conflict Transformation Across Cultures) program of World Learning’s School for International Training (SIT) in Vermont. He speaks fluent English and Filipino, including four local dialects.
