Maria Bina Palmisano

Senior Director, Monitoring and Evaluation


Senior Director of Monitoring and Evaluation Maria Bina Palmisano ensures that ACDI/VOCA’s proposals and projects include the necessary structures to track progress toward stated objectives and that projects are evaluated in terms of their efficiency, effectiveness and impact. Ms. Palmisano has over 16 years of experience in monitoring and evaluation, program design, social and gender analysis, qualitative and quantitative methodologies, and training. Ms. Palmisano has provided consulting services to international nongovernmental organizations, academic institutions, research organizations and the private sector. Most recently, Ms. Palmisano led program and project evaluations, designed evaluation studies, and provided technical assistance in developing monitoring and evaluation systems and procedures for projects funded by the World Bank, United Nations Food & Agricultural Organization (FAO) and United States Agency for International Development (USAID). Ms. Palmisano has worked throughout Eastern Europe, Central Asia and Africa. Ms. Palmisano graduated cum laude with a master’s degree in sociology from La Sapienza University of Rome. She also received a master's degree and completed Ph.D. coursework in sociology at the University of Maryland. Ms. Palmisano is a native Italian-speaker, is fluent in English and is highly proficient in Spanish.
