Geoffrey Chalmers

Senior Technical Director, Enterprise Development and Financial Services


Geoffrey Chalmers has 15 years of management and technical experience in micro and rural finance, enterprise development and private sector management. Currently, Mr. Chalmers serves as senior technical director for ACDI/VOCA’s enterprise development and financial services programming. Previously, he worked in various capacities at USAID, the Inter-American Development Bank, the World Bank and various NGOs and private sector companies. Most recently, Mr. Chalmers served as economic growth officer at USAID/Mexico. During his time in USAID’s Microenterprise Development office, he helped develop new approaches to value chain development and rural finance. He has authored numerous articles and papers, including “A Marshall Plan for Latin America” (Foreign Service Journal), “Hortifruti in Central America: A Case Study About the Influence of Supermarkets on the Development and Evolution of Creditworthiness Among Small and Medium Agricultural Producers” (USAID Office of Microenterprise Development), and “A Fresh Look at Rural & Agricultural Finance” (USAID Office of Microenterprise Development). Mr. Chalmers earned his M.A. in international relations from the School of Advanced International Studies at Johns Hopkins and his B.A. in international relations from Tufts University. He speaks fluent Spanish and advanced Portuguese and Italian.
