Glenn Blumhorst
Chief of Party, Afro-Colombian and Indigenous Program in Colombia
Glenn A. Blumhorst is a senior international development professional with 24 years of experience in management and technical advisory positions worldwide, including 17 years with ACDI/VOCA. He has served on long-term assignments in Bolivia, Colombia and Guatemala and on numerous short-term assignments throughout Latin America and the Caribbean, South and Central Asia, East Africa and the Middle East. He currently serves as chief of party for the USAID Afro-Colombian and Indigenous Program implemented by ACDI/VOCA in Colombia, which works to improve the social and economic conditions of vulnerable populations. In this capacity, he oversees the strategic investment of more than $61 million in USAID funding to improve public policy implementation, increase household incomes, strengthen governance and enhance cultural respect and identity. Previously, he served as the home office division head for ACDI/VOCA’s community stabilization and development programming, providing overall leadership for a portfolio of 15 projects with a total award value of more than $300 million and employing more than 400 international staff members. His chief of party and team leader experience includes complex USAID awards promoting the development of human capital, good governance, stable and prosperous communities, sustainable licit economies, and natural resources conservation in disrupted and conflict-affected environments. Mr. Blumhorst is highly experienced in the design and implementation of development programs utilizing an integrated approach and community-driven methodology to support the transition to long-term social and economic security. He is a seasoned writer, articulate communicator and strategic team leader who speaks, reads and writes Spanish with near-native fluency. Mr. Blumhorst holds a bachelor’s degree in agricultural economics and a master’s degree in public administration from the University of Missouri.
