Andrew Harvey
Regional Manager, Afghanistan IDEA-NEW
Dr. Andrew Harvey has worked in Africa, the Middle East and Central Asia on projects related to agricultural research and development and in emergency operations in post-conflict situations. He is qualified in plant protection, pest management and agricultural economics, specializing in rural development. Dr. Harvey currently serves as regional manager of ACDI/VOCA’s Afghanistan Incentives Driving Economic Alternatives for the North, East and West program (IDEA-NEW), implemented in partnership with DAI and Mercy Corps. IDEA-NEW increases incentives that create jobs and sales through the promotion of licit and sustainable commercial agriculture and related agribusiness in provinces affected by poppy growing in Afghanistan. Previous to this position, he served as the integrated pest management specialist on the USAID-funded Alternative Livelihoods Program. Before joining ACDI/VOCA, Dr. Harvey consulted on projects for the United Nations Food and Agriculture Organization (FAO), United Kingdom Department for International Development, African Development Bank, Asian Development Bank and the World Bank. He has authored and co-authored numerous publications, including “The Expression of Supernumerary Chromosomes in Myrmeleotettix maculatus (Thunberg)(Acrididae)”; “Outbreak of new Sunn pest from Afghanistan”; and “New aphid pest infesting fruit trees in Yemen” (with G. A. Mallya). Mr. Harvey earned a Ph.D. in biological sciences from the University of East Anglia, an M.S. in agricultural economics from the University of London, and a B.A. in zoology from University of Oxford in England. He is proficient in French.
