William Stuebner

Senior Director, Civil-Military Relations & Program Support


Senior Technical Advisor in Conflict Response William Stuebner is a senior member of the Technical Services Division. Mr. Stuebner’s background encompasses various initiatives from Latin America to the Balkans. He was formerly the executive director of the Alliance for International Conflict Prevention and Resolution, for which he organized the founding meeting of the International Conflict Prevention Consortium in Belfast, Northern Ireland. The U.S. Department of State and the United Nations recognized Mr. Stuebner’s contributions to peace efforts in El Salvador. He has also served as special advisor to the prosecutor of the International Criminal Tribunal for the former Yugoslavia, where he directed field investigations during periods of heavy combat, which resulted in numerous indictments for war crimes and crimes against humanity. As senior deputy head of mission of the Organization for Security and Cooperation in Europe in Bosnia and Herzegovina, Mr. Stuebner helped to negotiate the Dayton Agreement-mandated prisoner release. A retired U.S. Army officer, he has also been extensively involved in efforts to expand understanding and cooperation between the military and nongovernmental organizations. A sought-after public speaker, he has appeared on radio and television scores of times and has keynoted several conferences including the Senator Frank Church Memorial Lectures. Mr. Stuebner is also an Affiliate Professor in the George Mason University Peace Operations Policy Program. He earned his M.A. at Georgetown University in political philosophy and graduated summa cum laude with a B.A. in government at Ohio University, where he was selected to Phi Beta Kappa.
