Robert Rosengren

Chief of Party, Rwanda


ACDI/VOCA-Rwanda Chief of Party (COP) Robert Rosengren has 17 years of international development experience in project management, food monetization, rural finance, organizational and small enterprise development, agriculture, Integrated Pest Management training, food security, technology transfer, community-based development and water projects. Currently, he heads the $15 million, five-year Multi-Year Assistance Program in Rwanda, which boosts smallholder incomes and provides food security by improving agricultural and natural resources management, supporting local cooperatives and improving market access. Mr. Rosengren has designed and implemented several USAID and USDA development programs, worked with a variety of different international and local nongovernmental organizations, created and instituted new organizational approaches leading to improved outcomes, and built local capacity among groups to sustain funded activities. He has experience in Africa, Europe, the Middle East, Southeast and Central Asia, and the South Pacific, with specific long-term country experience in the West Bank & Gaza, Indonesia, Kyrgyzstan, Israel, Democratic Republic of Congo, Rwanda, Belgium and Sweden. As COP for ACDI/VOCA’s $5 million, USAID-funded West Bank Food Security Program, Mr. Rosengren worked with producer groups and smallholder farmers to produce high-value horticulture and improve the marketability of crops and processed foods in international markets. He also worked with Israeli and Palestinian exporters and Palestinian smallholder farmers to address food production and marketing constraints, and to meet GLOBALGAP requirements for export. As COP for ACDI/VOCA’s $10 million, USDA-funded West Bank & Gaza 416(b) Grants Program, Mr. Rosengren managed the implementation, including financial and operational management and funding, of 26 grants for agribusiness and food security projects. Previously, Mr. Rosengren served as ACDI/VOCA-Indonesia team leader for the Sustainable Cocoa Extension Services for Smallholders (SUCCESS) Global Alliance Program; ACDI/VOCA-West Bank & Gaza COP for the Emergency Drought Relief and Preparedness 416(b) Monetization Program; and as COP for the Food for Progress Program in southern Kyrgyzstan where he helped established the highly successful Bai Tushum Foundation. He earned his master’s degree in international affairs at Ohio University, a diploma in post-graduate international studies at the University of Stockholm, Sweden, and a bachelor’s degree in international affairs at the University of Colorado. He is proficient in French and Swedish, and has basic language skills in Russian, German, Indonesian and Arabic.
