Mark Freeman

Senior Director, New Business Development


Senior Director of New Business Development Mark Freeman has over 11 years of experience implementing and managing large, complex programs that strengthen private and public institutions, including micro-, small- and medium-scale enterprises, industry associations and nongovernmental organizations. He has conducted both short- and long-term professional overseas assignments in over 10 countries. Previously, Mr. Freeman conducted both overseas- and headquarters-based technical assistance and training to encourage market development approaches for small enterprise and monitoring and evaluation systems development. He formerly served as the deputy program manager for the Accelerating Microenterprise Advancement Program – Business Development Services (AMAP-BDS), a USAID-funded Indefinite Quantity Contract (IQC) that promotes the use of industry-based approaches to create growth by sustainably linking small firms into competitive value chains. Mr. Freeman also served as ACDI/VOCA's chief of party in Moldova managing the implementation of three programs, including two USAID-funded small and medium-sized enterprises and association development projects and a large community development project jointly funded by USAID and the World Bank. Mr. Freeman is fluent in Russian and earned his M.A. in Russian and East European studies at the George Washington University and his B.A. in government at St. Lawrence University.
