Janice Stallard

Senior Technical Director, Enterprise Development & Competitiveness Portfolio


Senior Technical Director for the Enterprise Development & Competitiveness Portfolio Janice Stallard has over 13 years of field-based management experience working on enterprise development, finance, and competitiveness projects, including four years as a Chief of Party (COP) for a USAID-funded regional project in Central Asia. Ms. Stallard has designed and implemented technical trainings on a variety of topics, including corporate governance, marketing and product development, human resource development, and institutional visioning and strategic planning. Ms. Stallard was the senior manager for a country-wide competitiveness assessment of the business-enabling environment in Vietnam. She has also led various competitiveness initiatives, including value chain assessments of the food processing, textiles, leather and furniture industries in Egypt. She has been the lead technical writer for several business development services (BDS) proposals. While an ACDI/VOCA COP, Ms. Stallard founded the first wholesale-lending institution, Frontiers, LLC, in Central Asia to serve microfinance institutions, credit unions and agricultural cooperatives. She has served as advisor to the first microfinance fund in Kazakhstan—ranked one of the top 100 MFIs in the world by Forbes—and as its board chairperson for six years. She has written and co-authored a number of technical papers, including “Kazakhstan Microfinance Law: Opportunities and Future Challenges” for CGAP; “Marketing and Micro Enterprise Development in Egypt” in conjunction with Harry Miller and Mustafa Abdel Rahman; “Attaining Sustainability: A Glimpse at Small and Micro Enterprise Programs” for Social Research Administrators; and “Micro Enterprises and Their Role in the Economic Growth of Developing Countries” for Business Monthly. Ms. Stallard earned her M.A. in international development at the George Washington University, a B.A. in international studies at West Virginia University and a certificate of studies at the University of Caen in France. She is conversant in Arabic, French and Russian.
