Hugh Brown

Chief of Party, Community Action Program II in Iraq


Hugh Brown is an economic and community development project manager experienced with projects funded by the USAID, World Bank, private corporations and foundations. Mr. Brown has more than 14 years of project management experiencein nine countries in the following conflict-affected regions: the Middle East (Iraq), South Asia (Afghanistan), Central Asia (Kyrgyzstan and Kazakhstan), the Caucasus (Georgia and Azerbaijan), Eastern Europe (Belarus and Latvia) and East Africa (Uganda). Mr. Brown has worked extensively with international economic development and humanitarian assistance organizations in implementing programs and providing appropriate-level community-based training. In addition, Mr. Brown has more than 22 years of experience working in small and medium-sized agricultural enterprise operations. As chief of party of the Community Action Program (CAP) in Iraq, Mr. Brown provides technical and management support for a $50,190,000 project implemented in eight Iraqi governorates north of Baghdad. Mr. Brown is also experienced in distance management, having supported business programming in 72 Peace Corps posts overseas, and has more than 13 years of experience in providing direct supervision and support to host country staff in implementing community and economic development programs targeting private individuals and companies of transitioning entrepreneurial sectors. He earned his M.S. in economics at the University of Kentucky and his B.S. in Business Administration & Management and B.A. in economics at Berea College. Mr. Brown is proficient in Latvian and has a basic knowledge of Russian.
